Moody’s Investor Service has downgraded Pennsylvania’s general obligation debt to Aa3 from Aa2.
Moody’s cited the Commonwealth’s large and growing structural imbalance, continued one-time budget strategies and high levels of debt and unfunded pension liabilities.
