Cook County Circuit Court Judge, Rita M. Novak ruled that the City of Chicago’s plan to change cit workers’ pension benefits is unconstitutional. This is seen as a setback for the City and mayor Rahm Emanuel. The City’s credit ratings have been down graded twice while this litigation has been pending.
