Cuts to income and business taxes combined with a weak economy has resulted in the State coming up short in its general fund. Lawmakers had to meet in a special session to satisfy a state Supreme Court order to increase funding for schools.
To meet budget needs, the state is diverting funds from its highway fund, medicaid fee fund and the Department of Corrections.
